Tails was indeed female in the character's VG debut. But when Amy Rose came along and was firmly established as the female lead, Tails was by then too popular a character to just throw away. So SEGA flipped the char's sex and recast him as Sonic's junior sidekick. The Japanese took this in stride, since Kitsunes can pull tricks like that if they need to.

Some fans assumed female because of his lack of masculine character traits and because the whole "great admiration for Sonic" thing struck them as a little gay. Of course, all of that is perfectly understandable if you keep in mind that he is supposed to be 8 years old.

Still it doesn't really matter for fan comics. Femtails has become its own meme and there is no point arguing about it. Moar femtails would be fine with me.
